On 12 August 2026, the EU Packaging and Packaging Waste Regulation (PPWR, EU 2025/40) became directly applicable to every courier bag, mailing bag and parcel pouch sold in the EU.
Under the new rules, non-food plastic packaging must carry 35% recycled content by 2030. The requirement is now pushing upstream: European converters are asking bag makers to run PCR (post-consumer recycled) film stably, with tighter controls over surface contamination and seal compatibility. Chinese machine builders are responding by making a dedicated recycled-film tension zone and an impurity-adaptive sealing blade standard on export models, helping converters pass brand audits on the first attempt.
